The Iraqi Study Group Report recommends the Iraqi government "accelerate assuming responsibility for Iraqi security by increasing the number and quality of Iraqi Army Brigades." During this process, the U.S. should "significantly increase the number of U.S. military personnel, including combat troops, imbedded in and supporting Iraqi Army units."

As to the Iraqi Police, the report states its "ethos and training [...] must support the mission to "protect and serve" all Iraqis. Today, far too many Iraqi police do not embrace that mission." Additionally, the "entire Iraqi National Police should be transferred to the Ministry of Defense" and be given "greater responsibility to conduct criminal investigations."
